Pasir Gudang Municipal Council (MPPG) was established on 1st July 2008 under Seksyen 3, Akta Kerajaan Tempatan, 1976 (Akta 171) [Section 3, Local Government Act, 1976 (Act 171)]. MPPG’s area of jurisdiction measures 311 square kilometres in size (31,132 hectares) and covers Mukim Tiram and a section of Mukim Plentong.

The history of MPPG’s establishment began on 1st July 1977 when Majlis Bandaran Pasir Gudang (Pasir Gudang City Council) was established through Pengisytiharan Warta Kerajaan Negeri Johor Jil.21 Bil 4, J.P.U. 10 (Johor State Government Gazette Declaration) dated 17th Februrary 1977 under seksyen 3, Enakmen Lembaga Bandaran (Bil 118) [section 3, City Council Enactment].

On that same day, with immediate effect, Johor Corporation (formerly known as Perbadanan Kemajuan Ekonomi Negeri Johor [Johor State Economic Development Corporation]-PKENJ) was appointed as a Local Authority under Seksyen 150, Enakmen Lembaga Bandaran (Section 150, City Council Enactment) to administer and develop Pasir Gudang City Council Area.

From 1st July 1985, the Johor State Government has agreed that the Pasir Gudang Local Authority was to be administered under Seksyen 7, Akta Kerajaan Tempatan, 1976 (Akta 171) [Section 7, Local Government Act, 1976 (Act 171) replacing the usage of Enakmen Lembaga Bandaran 1937 (Bil 118) [City Council Enactment 1937 (No. 118)].

Johor Corporation was consigned by the State Government to administer Pasir Gudang Local Authority according to administration time frames which has been approved for up to a period of 31 years; from 1st July 1977 to 30th June 2009.

Since the Pasir Gudang Local Authority has fulfilled all criteria as a City Council, Pasir Gudang Municipal Council (MPPG) was finally established on 1st July 2008 under Seksyen 3, Akta Kerajaan Tempatan, 1976 (Akta 171) [Section 3, Local Government Act, 1976 (Act 171)].

Two Johor Corporation officers were on loan as MPPG’s Yang DiPertua and Secretary to administer Pasir Gudang Municipal Council throughout the migration period. Tuan Haji Lukman Bin Haji Abu Bakar, Senior General Manager of Johor Corporation was appointed as the Yang DiPertua and Encik Mohamad Mazlan Bin Ali, Deputy General Manager of Johor Corporation as MPPG’s Secretary.

From  1st September 2009, MPPG’s management migrates to a new era when the State Government completely takes over MPPG’s administration from Johor Corporation with the appointment of two Johor State Administrative Officers; Tuan Haji A. Rahim Bin Nin as the Yang DiPertua and Encik Za’nal Bin Haji Misran as Secretary, to administer MPPG.
